PLANS for free care for all elderly people funded through the tax system were put forward by an influential Westminster think tank last night. In an attempt to put the social care crisis on the general election agenda, the Institute for Public Policy Research published a blueprint for a comprehensive support service free at the point of delivery for older citizens across England.
